Advantage+ campaign budget

  • Also called Campaign budget optimization, CBO, Budget with Advantage+ on
  • Updated October 24, 2026

Advantage+ campaign budget is Meta's option to set one budget on the campaign instead of one on each ad set. Meta then moves that money between the campaign's ad sets in real time, toward the ones with the best opportunities. It was previously called campaign budget optimization. It aims for the best result for the whole campaign, so it may spend most of the budget on one ad set.

How does Meta define Advantage+ campaign budget?

Meta's About Advantage+ campaign budget page:

Advantage+ campaign budget (also known as Campaign budget, or Budget with Advantage+ on) automatically manages your campaign budget across ad sets to get you the overall best results. With Advantage+ campaign budget, you set one central campaign budget. This budget continuously distributes in real time to ad sets with the best opportunities, throughout the course of your campaign.

Meta's reporting page gives the older name: "Meta Advantage+ campaign budget (previously known as campaign budget optimization)". CBO is the abbreviation of that older name; Meta's pages don't use it. It is on by default for some objectives: "Sales, Leads, and App promotion campaigns will have Advantage+ campaign budget enabled by default", per Meta's setup page.

Does Advantage+ campaign budget spend equally across ad sets?

No. The same page says:

Advantage+ campaign budget may not spend your budget equally for each ad set. For example, if you have 2 active ad sets in your campaign, we might spend most of your budget on one ad set if that's how we can get the overall best results.

Meta's results page adds that "ad sets with the largest audiences will likely receive the most budget". Its advice is to judge "the total number of results for your campaign and the average cost per optimization event at the campaign level", not each ad set's spend.

Campaign budget or ad set budgets?

Meta's About campaign budgets and ad set budgets page lists the goals each one suits:

Advantage+ campaign budgetAd set budgets
"You measure results at the campaign level.""You want to control the amount spent on each ad set."
"You value all ad sets the same.""You have a large difference in audience size between your ad sets."
"You want to simplify campaign setup and management.""You have mixed optimization goals or bid strategies."

To use a campaign budget, every ad set needs "The same bid strategy" and "The same budget type", per the setup page; the bid strategy entry covers those options. Inside a campaign budget you can set a minimum or maximum per ad set. Meta's spend limits page calls a minimum "a target range, not a guarantee", though one of its examples reads as a hard floor: with a $20 minimum in a $50 campaign, "we can’t spend less than $20 on your ad set".

What it means for your ads

  • Read results at the campaign level. Uneven spend between ad sets is how it is designed to work.
  • Don't pause low-delivery ad sets. Meta's best practices page says doing so "can ultimately cause an increase in cost per action (CPA) for your active ad sets."
  • Change the budget in one go. Meta's significant edits page says adjusting a campaign budget "might cause multiple ad sets within the campaign to reenter the learning phase."
  • To fund new ads inside a campaign, use Meta's creative test. Its share of an existing budget is the one setting aimed below the ad set; for an even split between ad sets, use an A/B test.
